Addedum to public service examples (unemployment services)
In public service platforms with examples we presented the F1 model (at the end of the post).
Some of the ideas around that segment revolve the concept of using the existing tacit (implicit, learned from the job or through living it) of front-line workers or longterm unemployed persons by letting them act as mentors for people without a job. And to launch a monetary reward so that mentors could get a cut of the taxes than successful mentoring would bring.
Second concept was providing F1 level dedicated guidance to longterm unemployed. First by really clarifying to oneself who you are and what you want out of life. And then onto all relevant areas of life that affect performance: medical and mental parts - preventing diseases, maintaining physical condition and recovery (sleep, rest, relaxation).
Starting manually with a team of top experts and gradually digitalising results and offering as an app that anyone interested can use.
What was missing, is the idea of also trying to empower the unemployed themselves.
The idea is very simple. Each longterm unemployed has set sum that they can freely use to help themselves get a job. This might mean subscribing to a years worth of some online educational service (Coursera, EDX like), a graphic designer might use for a license of some software, a musician as a support to buy an instrument etc.
Then it would be followed how well this works for a test group and concept adjusted based on results. The taxes that successful participants pay in the coming years could be used to fund the program for new participants (making it cost neutral).
This is based on the concept that when people feel they have control, they are more likely to take initiative, make decisions, and act in ways that align with their values and goals. This is much more likely to lead to success than anything invented centrally.
